In practice they mean the same thing on an existing property. Both involve stripping the covering back to the rafters and rebuilding it. A new roof on a new structure also includes the carpentry.
Do you use dry ridge systems?
Yes. Mortar bedded ridges crack and let water in. Dry ridge is mechanically fixed, ventilated, and is now the standard recommendation for new work.
